WHL Rules
Goal: To ensure a sense of fair play and fun for all.
Rule 1- GM Duties
A. NO GM has the right to:
A1. Harass other GMs: in harassment, meaning that personal attacks, threats, or generalized annoying the other GM.
A2. Go above the commish for any decisions on rules whatsoever.
A3. Make any illegal moves on their roster. These moves include: Drafting a player under the age of 17, or signing a player to a non-drafted free agent contract under the age of 21.
A4. If you place a trade clause on a player, it lasts for only one team.
B. GM Activities
B1. GMs will be required to send in lines (discussed later in the rules) at least TWO times a season. Playoff teams will be required to send in lines THREE times a season.
B2. GMs will have to reply to an e-mail that will be sent at mid-season, voting on the all-stars (discussed later in the rules) who will start.
Rule 2- Rosters and Transactions
A. Roster Size.
A1. All rosters consist of a pro roster and a farm roster, the total number of players on these rosters combined must not go over 50.
A2. No team is allowed to have 7 total goaltenders on combined rosters.
B. Team Finances
B1. Each expansion team will start with fifty (50) million dollars.
B2. No team is allowed to run in the RED for more than three (3) seasons.
B3. Teams make money by:
1. Ticket Sales
2. Making the playoffs.
3. Hosting an All-Star Game ($5,000,000) or a draft ($2,500,000)
Here is how you earn money in the playoffs:

C. Waivers
C1. Waivers players: Are over the age of twenty-five (25) that have played more than twenty-five (25) games on the pro roster.
C2. Players will stay on waivers for a period of seven (7) days, then will be sent to the farm roster.
C3. Each team will have two (2) injury exceptions, meaning of you have to call a player up due to injury, he is allowed to go freely from the farm to the pro roster, and back after the player RETURNS from injury.
D. Draft
D1. The draft will take place two (2) weeks after the World Cup Finals.
D2. The draft possession will be based on how the sim prints it out, which is how you end up in the regular season. The teams that miss the playoffs will be in a lottery. Draft possessions will be announced during the second intermission of game three (3) of the World Cup Finals.
E. Trades
E1. Both teams must agree to a trade before it is put through. If one team sends it in, I will talk to the other team, just to make sure.
E2. When I receive a trade, I would like to see it as follows:

F. Lines
F1. You can use the GM Editor to do lines...this is the preferred way, but not required.

F3. Farm teams do NOT need a line.
G. Free Agents
G1. An undrafted free agent CAN NOT be under the age of 22.
G2. RFAs are RESTRICTED Free Agents, just like the NHL, these players are subject to compensation if signed to a new team. These are players UNDER the age of 29. Levels of compensation can either be worked out, or you may use this chart.

G3. UFAs are UNRESTRICTED Free Agents, they may come and go as they wish. They are aged OVER 29.
